Switching to another browser might help, but there's no guarantee. I wouldn't worry about the lack of IE9, I still keep IE6 around for testing code and it functions just fine. No problem with slowing down at all. As for cleaning temp files, while that's always a good practice there are many ways to do it. I personally use CCleaner it's free at least once a day.
